Summary Objective

The purpose of this position is to provide high level research, grant management, and administrative support to Public Works’ Division of Transportation. This person will identify and track funding opportunities, lead the development of grant proposals and applications, assist with development of budgets and funding authorizations, and manage compliance with grant requirements.
This position will require working closely with internal and external stakeholders, compiling data and research for grant opportunities, strong organizational and writing skills, and managing compliance for new and existing grants that support Metro’s transportation programs. This position tracks project progress and completes necessary reports which sets Louisville Metro up for continued grant award success.

This class works under general supervision, independently developing work methods and sequences.

ESSENTIAL FUNCTIONS

The essential functions listed below are those that represent the majority of the time spent working in this class. Additional functions may be assigned related to this work class as necessary.

  • Manages and responds to inquiries from staff, department leadership, and project partners related to existing and prospective grants.

  • Provides regular updates to staff, department, and project partners on grant milestones, status, and deadlines.

  • Attends public meetings regarding projects as needed to discuss grant funding.

  • Coordinates with FHWA and KYTC on grants.

  • Conducts relevant research, write proposals and applications, and ensure compliance with all regulations and policies.

  • Provides technical guidance on regulations, policies, planning, and coordination of grants from start to finish, including all related compliance activities.

  • Builds and improves upon internal grant management processes and tracking tools.

  • Identifies opportunities for external funding and communicate information to relevant stakeholders and partners.

  • Develops grant opportunities that are relevant to the city’s priorities and needs.

  • Provides leadership and support in identifying, reviewing, and submitting grant applications and tracking grant requirements.

  • Facilitates research, preparation, submittal, and communications for all aspects of grant applications, funding guidelines, and compliance requirements.

  • Aligns long range capital project budget needs with grant applications.

  • Ensures appropriate communications, tracking, and due diligence for required reporting. Sustains confidentiality regarding budgetary estimates and funding allocations to maintain fiscal responsibility.

  • Compiles grant information for annual budgets.

  • Coordinates with OMB grants management on reimbursement documentation.

 

Minimum Requirements

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Bachelor’s Degree in Business Administration, Economics, Finance, Accounting, Public Administration, or related discipline.

  • Three (3) years of relevant experience in contracts, awards, and/or grant management.

 

PHYSICAL DEMANDS:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
