Reports to: Construction Materials Engineer/Manager

Location: NB West Asphalt Plant QC Labs (Bourbon, MO, House Springs, MO, Pacific, MO)

FLSA Status: Exempt

 

 

 

JOB SUMMARY

The Quality Control Manager is responsible for ensuring the highest quality standards for asphalt production and paving projects. This role involves overseeing and managing the quality control process at all 4 NB West Contracting asphalt plants, as well as on-site project quality control. The QC Manager works closely with plant managers, production teams, and project managers to develop and maintain quality standards, conduct tests, and troubleshoot any issues to ensure that our products meet industry specifications and customer expectations.

The role requires a hands-on approach to developing, testing, analyzing, and improving asphalt mix designs, as well as guiding and training plant staff to implement QC best practices effectively. Additionally, the QC Manager provides insights for optimizing asphalt mix production and enhancing material performance, supporting West Contracting’s commitment to quality, safety, and excellence.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Testing and Compliance:

  • Conduct and manage daily quality control tests, including density, Performance Testing for Balanced Mix Designs, and Superpave testing, to ensure compliance with project specifications.
  • Supervise lab certifications on asphalt products, following strict scientific protocols to optimize material performance including AASHTO re: source Proficiency Sample Programs

Mix Design Coordination:

  • Collaborate with internal and external stakeholders to ensure mix design accuracy and timely delivery for West’s customers.
  • Coordinate with plant and paving teams to optimize mix designs, ensuring the quality of the raw materials, and innovate to develop long lasting asphalt pavements.

Budget Management:

  • Collaborate with the Construction Materials Engineer to develop and manage the budget for the Quality Control Department, ensuring resource allocation aligns with project demands and company goals.

Sustainability, Innovation, and Energy Efficiency:

  • Develop new ideas to reduce the use of natural resources and develop Environmental Product Declarations (EPD).
  • Conduct research with leading experts in the industry.
  • Reduce costs through optimizing energy usage through lowering mix production temperatures.

 

 Leadership and Team Development:

  • Lead, motivate, and develop the QC team, fostering a cooperative environment that emphasizes quality, efficiency, and accountability.
  • Resolve conflicts and address job-related disputes diplomatically, ensuring a positive and productive team dynamic.
  • Accountable for enforcing the West Safety Program, ensuring compliance with government regulations, and monitoring subcontractor adherence to safety policies.

 Operational Efficiency:

  • Manage time, tasks, and resources efficiently across multiple operations, ensuring all QC processes are completed accurately and within project timelines.

 Safety and Compliance:

  • Enforce West’s Safety Program, coordinating project activities to ensure compliance with safety protocols and government regulations.
  • Direct subcontractor adherence to safety guidelines and proactively address safety risks in daily operations.
  • Perform other job-related duties as required or assigned to support the Quality Control and Operations teams.

Required Skills/Abilities/ Qualifications:

  • Bachelor’s degree in civil engineering or a related field with 6+ years of hands-on experience in Superpave asphalt testing. Professional Engineering registration preferred.
  • Or 10+ years of hands-on experience in managing Superpave asphalt testing.
  • Missouri Department of Transportation certifications including Superpave QC/QA, HMA Aggregate, Bituminous Technician, Aggregate Technician, TSR, and International Roughness Index (IRI) Profile.
  • Ability to quickly make changes to asphalt plant settings to maintain compliance with all specifications and Quality Level Analysis.
  • Extensive knowledge of Missouri Department of Transportation (MoDOT) specifications for asphalt production.
  • Proven experience supervising personnel in a quality control or construction materials testing environment. Responsible for scheduling the QC team to provide coverage of all plants.
  • Flexibility to accommodate varied work schedules including nights and weekends.
  • Strong team orientation, with experience working closely with plant operators, paving crews, and partners such as MoDOT and St. Louis County Highway Department.
  • Integrity, business ethics, conflict resolution, and an inclusive approach.
  • Strong influence and negotiation skills with excellent written and verbal communication abilities.
  • Proven time management and problem-solving abilities.

Physical Requirements

  • Ability to frequently stand, walk, climb, balance, stoop, kneel, or crouch, and lift 50 pounds.
  • Regular visual demands include close, distance, color, peripheral vision, depth perception, and the ability to adjust focus.

Working Conditions:

  • Sampling asphalt mixtures in work zones under live traffic conditions
  • Exposure to environmental conditions such as moving mechanical parts, elevated workspaces, airborne particles, and varying weather.
  • Occasional exposure to high noise levels due to equipment operation.

Travel Requirements:

  • Travel to and from field sites is required to monitor project status, ensure compliance, and conduct quality control assessments.
